Fist of All Turn off this Smartphone and Press Volume up + Power Button Simmultaneously to Boot into Custom Recovery.
Now You have to Wipe Data , Cache and Dalvik Cach
After that Click on Install Button and Select the Rom .zip File that You have Downloaded for Samsung Galaxy S24 Ultra.
Next, swipe right to confirm the flash.
The process will take a few minutes to complete successfully.
As soon as it finishes, a successful message will appear in the TWRP recovery
Now Do not Reboot Beacuse Flashing GAPPS is Still Pending

Now Reboot the Device
If you face the boot loop issue, just wipe data/cache partitions from the recovery.
